The Tanzania Zanzibar International Register of Shipping (TZIRS) provides statutory registry services supporting the recording of vessel ownership, registration of mortgages, and issuance of certified extracts from the Register. The Registry operates under applicable Zanzibar maritime legislation and associated regulations, circulars, and administrative policies.
TZIRS assists shipowners, financial institutions, and legal representatives by maintaining a secure and reliable framework for recording proprietary and security interests in Zanzibar-flagged vessels.
Purpose of Mortgage & Title Recording
Accurate ownership and encumbrance records are fundamental to vessel financing, sale and purchase transactions, and legal certainty. A properly maintained register enhances transactional confidence and protects the commercial standing of the vessel.
TZIRS is structured to deliver four essential outcomes:
• Clearly identifiable and verifiable ownership records
• Prompt recording of mortgages and related instruments
• Certified registry documents suitable for transactional reliance
• A documented and auditable registry process safeguarding flag integrity
Registry Transactions Supported
TZIRS administers and records a range of title and security-related filings, including:
• Mortgage Registration – Recording of mortgage instruments, including amendments or supplements where applicable
• Mortgage Assignment / Transfer – Registration of changes affecting mortgagee rights or secured interests
• Mortgage Discharge / Satisfaction – Recording of releases and updating registry records upon settlement of obligations
• Bill of Sale & Ownership Changes – Updating the Register following transfer of ownership and issuing revised documentation
• Certified Registry Extracts / Transcripts – Official certified evidence of registration particulars, ownership status, and recorded encumbrances
• Deletion & Deregistration Support (where applicable) – Assistance with deregistration procedures and required consent documentation
Eligible Filing Parties
Filings may be submitted by:
• Registered vessel owners
• Mortgagees or secured creditors
• Legal counsel or authorised representatives
• Approved registry agents
Where required, the Registry may request documentary proof of authority, such as powers of attorney or corporate authorisations.
Document & Execution Requirements
To preserve the legal reliability of registry records, all submitted documents must be complete, internally consistent, and properly executed.
Applicants should be prepared to provide:
• Accurate vessel identification details (name, IMO number where applicable, official number where applicable)
• Full legal names and addresses of all relevant parties
• Properly completed execution sections and signatures
• Notarial certification, legalization, or apostille where required
• English-language documents or certified translations
• Supporting authorisation documentation where applicable
Electronic submissions may be accepted for preliminary processing. TZIRS will advise when original documents are required.
Filing & Recording Procedure
Processing commences upon receipt of a compliant and complete filing package.
1. Preliminary Review (Recommended)
Draft instruments may be submitted for format and compliance guidance prior to execution.
2. Formal Submission
Executed documents and supporting materials are lodged through approved TZIRS channels.
3. Compliance & Verification Checks
The Registry performs regulatory screening, including identity verification and risk-based due diligence.
4. Recording & Confirmation
Upon clearance, the transaction is recorded, registry records are updated, and confirmation or certified extracts are issued.
5. Records Management & Archiving
All filings are preserved under documented registry recordkeeping controls.
Compliance & Registry Integrity
All TZIRS registry services operate under documented administrative and compliance controls. Filings are subject to verification, sanctions screening, and regulatory review procedures.
