The Tanzania Zanzibar International Register of Shipping (TZIRS) is the international ship registry operating under the authority of the Zanzibar Maritime Authority (ZMA) TZIRS is responsible for the registration and oversight of ocean-going vessels flying the Tanzanian flag, delivering registry services within a clear statutory, regulatory, and governance framework

Conditions Precedent to Recording

Instruments submitted for entry into the Tanzania Zanzibar International Register of Shipping (TZIRS), including but not limited to Bills of Sale, conveyances, mortgages, and related filings, shall not be accepted for recording unless they satisfy the Registry’s documentary and statutory requirements.

Recording is conditional upon the instrument clearly stating the essential particulars necessary to identify the vessel, the parties, and the nature of the interest being registered.

Mandatory Instrument Contents

To be eligible for recording, the submitted document must include, at a minimum:

Accurate Vessel Identification
Clear description of the vessel, including name, official number, and IMO number where applicable.

Full Legal Identification of Parties
Correct legal names and addresses of all parties to the instrument, stated without ambiguity.

Nature of the Transaction or Interest
Explicit description of the rights, title, or security interest being transferred, created, amended, or discharged.

Execution & Authority Compliance
Proper execution by authorised signatories, including signatures, witnessing, and formalities required under the governing law.

Registry Consistency Requirements

All submitted instruments must be internally consistent and compatible with existing Registry records. Documents may be rejected where inconsistencies arise that could affect:

• Ownership clarity
• Priority of interests
• Mortgage or encumbrance status
• Vessel identity

Verification & Compliance Review

Prior to recording, TZIRS conducts verification procedures to confirm:

• Document completeness
• Validity of execution
• Identity of relevant parties
• Conformity with Registry regulations

Additional supporting documentation may be requested where required.

Refusal of Recording

An instrument shall not be recorded where:

• Mandatory information is incomplete or inaccurate
• Material inconsistencies exist
• Authority of signatories cannot be established
• Statutory requirements are not satisfied

Recording in the Register is a statutory function and cannot proceed on the basis of defective documentation.
