Fishing Vessels
Operational & Reporting Requirements
Incident Reporting Obligations
As part of the Registry’s commitment to promoting safe, compliant, and responsible fishing operations, all Zanzibar-flagged fishing vessels are required to report operational incidents promptly and accurately.
This reporting obligation applies to all incidents, including those considered minor in nature. Events that appear insignificant may indicate broader safety, technical, or procedural concerns. Early notification supports risk mitigation, regulatory compliance, and the prevention of recurring deficiencies.
Timely and accurate reporting assists the Registry in maintaining oversight of vessel safety, operational integrity, and adherence to applicable maritime and fisheries regulations.
All incident notifications must be submitted through official TZIRS communication channels and are treated in accordance with Registry confidentiality protocols.
Measures Addressing Illegal, Unreported & Unregulated (IUU) Fishing
The Tanzania Zanzibar International Register of Shipping (TZIRS) enforces strict compliance policies to prevent the misuse of the Zanzibar flag in connection with Illegal, Unreported, and Unregulated (IUU) fishing activities.
Operators, owners, and managers of fishing vessels engaged in offshore or international operations must comply fully with the Registry’s transparency and due diligence requirements, including the disclosure of Ultimate Beneficial Ownership (UBO) information where applicable.
These measures are essential to ensuring regulatory accountability, safeguarding marine resources, and preserving the credibility of Zanzibar-flagged vessels within international fisheries governance frameworks.
Compliance Monitoring & Verification
TZIRS, working alongside relevant maritime, fisheries, and regulatory authorities, may conduct compliance assessments and verification procedures to ensure vessels operate in conformity with applicable legal and regulatory standards.
Failure to comply with reporting, ownership disclosure, or regulatory obligations may result in administrative actions, including suspension or removal from the Register, as permitted under governing regulations.
Submission of inaccurate, misleading, or false information constitutes a serious compliance violation and may trigger regulatory enforcement measures.
Shared Responsibility for Sustainable Operations
Compliance with reporting and regulatory requirements is not solely a procedural obligation but a fundamental component of responsible maritime and fisheries governance.
Operators of Zanzibar-flagged fishing vessels are expected to uphold:
• Lawful and transparent operational practices
• Responsible and sustainable fishing activities
• Protection of marine ecosystems
• Adherence to international safety and environmental standards
Sustainable fishing operations contribute to the long-term viability of marine resources and support the integrity of the Zanzibar flag.
Regulatory Guidance & Circulars
Detailed reporting obligations, compliance standards, and procedural requirements are published through TZIRS circulars and official notices.
Stakeholders are encouraged to consult these publications to ensure continued regulatory conformity.
