Compliance & Enforcement Framework

The Tanzania Zanzibar International Register of Shipping (TZIRS) applies a structured compliance and enforcement approach designed to promote vessel performance, regulatory adherence, and operator accountability in relation to detentions recorded under recognised Port State Control (PSC) regimes.

This framework applies to detentions occurring within established inspection jurisdictions, including but not limited to regional Memoranda of Understanding (MoU) arrangements.

Detentions serve as important indicators of potential safety, operational, or compliance deficiencies and are therefore subject to Registry review and administrative measures where appropriate.


Registry Enforcement Principles

Where a Zanzibar-flagged vessel is detained under a recognised PSC regime, the Registry may implement corrective or administrative actions consistent with applicable regulations.

Such measures may include:

Administrative or Monetary Penalties
A financial penalty may be imposed in connection with a recorded detention.

Escalated Measures for Recurrent Detentions
In cases involving repeated detentions affecting the same vessel, enhanced administrative measures or increased penalties may apply.

Operator-Level Compliance Review
Where detention patterns arise across multiple vessels associated with a single owner, operator, or management entity, the Registry may initiate broader compliance assessments.


Company & Fleet Considerations

The Registry’s compliance oversight is not limited to individual vessels.
Detention records linked to vessels under common ownership, technical management, or commercial control may trigger additional review or enforcement actions.

Repeated deficiencies across related vessels may indicate systemic compliance concerns requiring corrective engagement.
