Safety Oversight & Inspection Framework

The Tanzania Zanzibar International Register of Shipping (TZIRS) applies comprehensive regulatory controls and inspection procedures as part of its commitment to maintaining high standards of vessel safety, operational reliability, and statutory compliance for Zanzibar-flagged vessels.

The Registry’s safety administration framework is designed to support risk prevention, promote compliance with international conventions, and strengthen overall flag performance.


Remote Annual Safety Inspections (ASI)

Remote Annual Safety Inspections for Zanzibar-flagged vessels are conducted under the authority and supervision of designated Registry officials responsible for safety, security, quality assurance, and regulatory compliance.

This approach ensures that remote inspections are executed in accordance with Registry standards and established verification protocols.

Requests for remote inspections must be submitted through official Registry communication channels, accompanied by all necessary vessel particulars and supporting information to facilitate efficient scheduling and processing.


On-site Inspections & Inspector Oversight

Where a vessel previously inspected by a Flag State Inspector (FSI) becomes subject to detention within a defined period following inspection, the Registry may conduct a review of the relevant inspection records and associated circumstances.

Such evaluations consider:

• The nature and cause of the detention
• Whether deficiencies were reasonably identifiable at the time of inspection
• Factors outside the inspector’s direct control, including operational or crew-related matters

Registry determinations are made in accordance with established oversight procedures and principles of administrative fairness.


Enhanced Safety Inspections

Enhanced Safety Inspections may be required for vessels identified by the Registry as presenting elevated risk indicators, irrespective of prior inspection history.

Risk classification may be informed by factors including:

1. Port State Control (PSC) Performance
Particular attention is given to recent PSC records, including the number, severity, and nature of deficiencies, especially those relating to safety management and operational compliance.

2. Flag State Inspection History
Previous inspection findings and the seriousness of recorded deficiencies are assessed as part of the Registry’s risk evaluation process.

Enhanced inspections are intended to address potential systemic concerns and reinforce compliance integrity.


Compliance Monitoring & Regional Performance

TZIRS continuously refines its inspection and compliance protocols to support strong vessel performance across international control regimes and regional enforcement frameworks.

Inspection measures are designed to:

• Reduce detention risks
• Strengthen safety management compliance
• Promote adherence to applicable international conventions
• Ensure timely correction of identified deficiencies

Focused oversight mechanisms may be applied to vessels requiring closer regulatory monitoring.
