Hon. Mhe. Dkt. Khalid S. Mohamed is the Minister of Infrastructure, Communication and Transport of the Revolutionary Government of Zanzibar. He oversees the development, regulation and modernization of Zanzibar’s strategic infrastructure sectors, including maritime transport, ports, aviation, telecommunications and public works.
Through the Ministry, Dr. Mohamed provides policy direction and strategic oversight to institutions responsible for transport and maritime administration, including the Zanzibar Maritime Authority. His leadership supports the strengthening of Zanzibar’s maritime regulatory framework and the advancement of the Tanzania Zanzibar International Register of Shipping (TZIRS) as a modern, transparent and internationally compliant flag State registry.
Dr. Mohamed has played an important role in advancing initiatives aimed at improving maritime safety, regulatory compliance and institutional capacity in alignment with international standards established by the International Maritime Organization (IMO). His vision focuses on positioning Zanzibar as a reliable maritime partner and strengthening its contribution to global maritime governance.
