Ms. Mtumwa S. Sandal is the Director General of the Zanzibar Maritime Authority and serves as Registrar of Ships for the Tanzania Zanzibar International Register of Shipping (TZIRS). She leads the Authority’s efforts to regulate and develop Zanzibar’s maritime sector while ensuring compliance with national legislation and international maritime conventions.

In her role, Ms. Sandal oversees the administration of the ship registry, maritime safety oversight and regulatory compliance activities associated with vessels flying the Zanzibar flag. Her leadership focuses on strengthening institutional capacity, improving regulatory effectiveness and promoting Zanzibar as a credible and responsible maritime jurisdiction.

Ms. Sandal works closely with national authorities and international maritime stakeholders to ensure alignment with global standards established by the International Maritime Organization (IMO). Through her work, the Zanzibar Maritime Authority continues to advance policies that support maritime safety, environmental protection and sustainable development of the maritime sector.
