Eduardo Simon Rodriguez is the General Manager of Tanzania Zanzibar International Register of Shipping (TZIRS), appointed by the Zanzibar Maritime Authority (ZMA) in April 2026. With over eighteen years of international experience in maritime administration, he has built a distinguished career across ship registry management, flag state oversight, regulatory compliance, and executive leadership. He holds a degree in Nautical Engineering and a Master’s in Business Administration (MBA), and has received specialized training from the International Maritime Organization (IMO) in Flag State Implementation, the IMO Member State Audit Scheme, and Casualty Investigation.

Before assuming his current role, Mr. Simon Rodriguez served as Director of Technical and Seafarer Services and as IMO Representative within a major international ship registry, where he was also designated as Single Point of Contact (SPC) for the IMO Member State Audit Scheme (IMSAS). He additionally holds advanced certification in Sanctions Risk Management for Ship Registries, delivered by Sandia National Laboratories; reflecting his commitment to upholding the highest standards of compliance and due diligence in flag state administration.

In his role at TZIRS, Mr. Simon Rodriguez is responsible for the overall executive direction of the Registry, with a clear focus on strengthening institutional governance, ensuring full compliance with the obligations of Tanzania as a flag state under the III Code and international IMO frameworks, and building trusted relationships with agents, recognized organizations, and maritime stakeholders worldwide. His vision is for TZIRS to become a reliable, respected, and internationally competitive flag state registry that generates lasting value for Zanzibar and the broader maritime community.
