Upon receipt of a duly completed application submitted by the owner of a vessel eligible for registration, requesting the issuance of a Provisional Certificate of Registry, the Registrar may, subject to satisfaction of the applicable requirements and payment of the prescribed fees, issue a Provisional Certificate of Registry for the vessel.
The issuance of a Provisional Certificate of Registry is conditional upon the owner providing satisfactory evidence of the following:
• Proof of Ownership
Confirmation of the applicant’s legal ownership interest in the vessel in accordance with registry requirements.
• Status of Prior Registration or Marine Documents
Where a vessel is subject to an existing foreign registration or marine document, evidence must be provided demonstrating that:
– The issuing authority has consented to the surrender of the document; and
– The document has been surrendered for cancellation; or
– The owner has issued formal instructions to the Master of the vessel to surrender the foreign registration documents for cancellation immediately upon receipt of the Provisional Certificate of Registry; or
– The foreign registration has been lawfully cancelled.
• Seaworthiness of the Vessel
Documentation confirming that the vessel is in a seaworthy condition and fit for safe operation.
• Payment of Applicable Fees
Verification that the initial registration fees and associated charges have been paid in full.
• Compliance with Vessel Marking Requirements
Confirmation that the vessel’s name, official number, tonnage details, and port of registry have been properly marked in accordance with registry standards, or that appropriate instructions have been issued to ensure such markings are completed immediately upon issuance of the Provisional Certificate.
Applications for a Provisional Certificate of Registry are processed through the Registry’s electronic application system to ensure timely review and administrative efficiency.
Upon completion of the online application, the authorised signatory or signatories must review, sign, and date the form in the designated sections.
While electronic submission enables expedited preliminary processing, applicants are required to submit the original signed documentation to the Registry’s designated office in accordance with established procedures.
